Background: Dr. Rousseau has over 30 years experience in a broad range of engineering and scientific, projects. He has a strong record of technical contribution and success. Technical work has included designing systems for telephone call processing; setting up UNIX/Linux computer networks; reviewing design of computer-based safety systems for nuclear reactors for Nuclear Regulatory Commission; designing algorithms and embedded software for spacecraft control, navigation, orbit determination and orbit predication; implementing embedded software for pop-up space-craft experiments; developing engineering software for cellular telephone system design; game-theoretic analysis of strategic defense strategies; modeling of high-power RF weapon lethality; designing software for formal decision analysis and large scale economic modeling; modeling and simulation of electric power system economic load dispatch; developing methods for accurate simulation of electrical power system transient overvoltages; computer control in steel mills; developing software for design of multivariable control systems; and developing methods for simulation using computers.
He has a B.S. E.E. from Carnegie-Mellon University and M.S. E.E. and Ph.D. E.E. from Stanford University.
